*THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST SUPERVISOR*

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Located within the Family Permanency Services, the Vital Records and Foster Parent Childcare Eligibility Determination Unit ensure that youth in foster care have vital documents such as Social Security Cards/Numbers and birth certificates- including corrected/amended birth certificates, birth certificates from NYC’s jurisdiction, out of state, and internationally. The Vital Record unit provides Social Security numbers and cards for permanency planning purposes as well as for foster parents who request them for tax purposes only. In addition, the unit is responsible for processing requests for childcare vouchers by determining the eligibility of foster parents as per state regulations.

The Social Security Liaison would be responsible for, but not limited to:

- Be the lead liaison for the Social Security Process for all youth in foster care
- Monitor the Social Security Mailbox for new requests for numbers and cards
- Provide customer service to foster care agencies for requests for Social Security numbers or cards
- Perform Social Security Number search in WMS system
- Liaise with the Social Security Administration
- Prepare package for Social Security cards from the Social Security Administration.
- Double checks that the information presented by the foster care agencies matches exactly the requirements of the Social Security Administration
- Coordinates with FPS Office Manager to securely store Social Security cards
- Confirms the eligibility of requests for Social Security numbers for tax purposes
- Maintains the log of incoming requests for Social Security numbers for tax purposes and Permanency planning
- Manages Childcare referral process
- Determine referral application is completed via:
-Confirmation that youth is residing in the foster parent’s home
-Checking that information provided in referral application matches data in Connections
-Obtaining accurate and current work verification as per the mandate for childcare services
-Completing ETP package for families who meet eligibility standards
- Liaise with Child and Family Well-Being about eligible families for childcare vouchers
- Provide customer service to the foster care agency for childcare requests
- Supervises the Social Security and Childcare Referral Staff

Qualifications

1. A baccalaureate degree from an accredited college or university including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology,
sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, at least 12 of which must have been in one of these disciplines, and 30 semester credits toward a Masters of Social Work or a graduate degree in a related field, and at least eighteen months of child welfare casework experience.
