About the Role:
We are seeking an experienced and dynamic Senior Program Manager to lead a mission-critical, multi-year Integrated Tax Product Implementation for a major state government agency. This role offers the opportunity to oversee the first-ever deployment of a niche enterprise tax application that will manage $30B+ in annual tax revenue , rolled out in 26 phases across multiple state tax entities.
This is not just a one-time implementation—it's a strategic, complex initiative demanding exceptional leadership, coordination, and delivery oversight.
Key Responsibilities:
- Lead the full lifecycle delivery of a first-of-its-kind tax product, across multiple releases and go-lives.
- Provide program-level leadership to a team of Project Managers and collaborate closely with technology teams and state stakeholders.
- Navigate and manage organizational change, stakeholder alignment, and internal team movement with diplomacy and clarity.
- Partner with technologists (not a hands-on technical role) to ensure seamless alignment across DevSecOps, Azure DevOps , and Agile frameworks.
- Drive Agile delivery practices focused on execution and outcomes , not methodology training.
- Serve as a trusted advisor to senior leadership and external vendors throughout the program.
Preferred Background:
- 10+ years of experience in program or project leadership, preferably within enterprise-scale application implementations (e.g., ERP, CRM, tax or finance-related systems).
- Experience leading multi-release rollouts (not just single-deployment projects).
- Familiarity with complex systems such as SAP, Oracle, or large-scale government systems is highly desirable.
- Proven success delivering in startup-like or first-time implementation environments .
- Expertise navigating cross-functional teams , vendor coordination, and managing politics within large organizations.
- Strong command of Agile delivery (especially in a leadership/delivery capacity).
- PMP or Agile certifications preferred , or equivalent experience from top consulting environments.

- Work Location: Mostly remote, but Arizona-based candidates are strongly preferred and will be given priority.
