The Illinois Office of Comptroller is seeking applicants for the position of Public Service Administrator in Payroll Operations .


The Comptroller is the chief fiscal control officer for Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.

MAJOR FUNCTION

Under administrative direction of the Senior Public Service Administrator - Payroll Operations Manager, performs supervisory duties of Payroll/Retirement Unit; ensures all state employees and retirees for State, Teachers, General Assembly, and Judges receive their salary and or pensions in the scheduled time frame and in accordance with all federal and state regulations and laws; responsible for ensuring all employee/employer FICA withholdings and reporting are the required amounts and performs some assignments that are sensitive or confidential in nature.

Job Responsibilities

  • Plans, coordinates, and supervises the daily operations of the Payroll/Retirement Unit Staff; including assigning work responsibilities and monitoring workflow. The incumbent ensures all payrolls and retirement vouchers are processed accurately and timely. The incumbent oversees and prepares training needs for staff regarding procedures, laws, and rules and evaluates work performance of staff.
  • Balances tax accounting reports for all payroll systems relating to FICA, researches any discrepancies, contacts agencies, explains or assists agencies with a solution, prepares billings and refunds, and maintains files. Oversees and prepares files for end of fiscal and calendar year. Researches and maintains records for child support and hard copy fee refunds.
  • Provides technical support to staff, state agencies, retirement systems and miscellaneous deduction vendors regarding set up of payroll or miscellaneous deduction codes. Assists in processing and addressing errors or concerns regarding payroll, retirement and deduction codes.
  • Reviews and evaluates current systems; recommends changes to Manager; assists in developing, testing, training and implementing any changes, new programs, or reports. The incumbent oversees and maintains many of the payroll unit's table files.
  • Oversees the assignment and maintenance of payroll codes, deduction codes, and position classification codes. Assists payroll deduction vendors with registration and use of Enhanced Vendor Remittance accounts.
  • Assists with preparation of W-2 and 1099R tax statements as well as researching and preparing quarterly/yearly reports to be filed with the IRS, Social Security Administration, Illinois Department of Revenue, and reciprocal/withholding states.
  • Performs other duties as required or assigned which are reasonable with the duties defined above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, with course work in accounting, business or public administration.
  • Requires two (2) years of professional experience in accounting in a public or private business organization including experience in governmental accounting, auditing, or management or any equivalent combination of training and experience.

Any equivalent combination of the above training and experience may be acceptable.

Knowledge, Skills, and Abilities

  • Requires interaction with employees of the Comptroller, State Agencies, Representatives from Withholding States, IRS, SSA, IDES, and the public.
  • Requires extensive knowledge of state accounting principles and practices.
  • Requires extensive knowledge of office programs and service objectives, activities and operational systems.
  • Requires ability to express ideas clearly both orally and in writing.
  • Requires ability to develop and maintain satisfactory working relationships with employees, legislatures, judicial and executive branch officials, other office representatives and the general public.
  • Requires thorough knowledge of laws, administrative rules, regulations, procedures and policies governing the Office of the Comptroller and the interpretation, implementation and application of such laws.
  • Requires ability to assist with complex projects from conception to conclusion, including identifying and resolving problems to ensure project accuracy and timelines.
  • Requires working knowledge of personal computers and software.

Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded up to 14 paid state holidays, prorated based on start date.
