Job Role: Defence Policy & Partnerships Officer
Location: Norfolk, VA, USA
Security Clearance: Secret (or equivalent national level)
We are looking for a Staff Officer – Military Partnerships to support international defence cooperation with partner nations. The role covers defence planning, capability development, training, policy, and concept innovation , and is suited for professionals with strong backgrounds in security, defence, and international affairs who can operate across strategic and operational levels.
Key Responsibilities:
- Contribute to the development of strategies, policies, and operational outputs related to defence partnerships.
- Prepare and deliver briefings, reports, and policy documents to senior leaders and decision-makers.
- Support defence planning integration with partner nations, ensuring alignment with multinational standards and processes.
- Collaborate with senior military and civilian stakeholders on capability development, including emerging domains such as cyber and space.
- Coordinate partner education and training activities , including course certification, accreditation, and capacity-building efforts.
- Conduct strategic foresight, capability gap analysis, and concept experimentation to enhance partner interoperability.
- Provide geopolitical analysis, lessons learned, and best practice assessments to strengthen partnership strategies and policies.
Qualifications & Experience:
- Master’s degree (or higher) in International Relations, Security Studies, Defence Studies, Political Science, or related fields ; OR completion of a recognized military staff college (OF-3 level+).
- Professional experience in international security, defence cooperation, or military affairs.
- Prior experience within international organizations, defence ministries, or national delegations/embassies in security-related roles is an advantage.
- Demonstrated knowledge of:

- Security Sector Reform & Capacity Building
- Military Capability Development & DOTMLPFI framework
- Policy, strategy, and concept development
- Strong analytical, planning, and communication skills with the ability to influence stakeholders and deliver high-level briefings.
