Job Description
Hennepin County is seeking a Chief Compliance Officer to provide strategic leadership, operational accountability, and oversight for the county's compliance functions, to ensure effective enterprise management through a structured framework of governance, policies and guidelines, monitoring, and training. This position requires a leader who can drive strategic compliance programs and activities, advance and promote regulatory adherence, communicate and coordinate roles and responsibilities, and foster a culture of integrity across the county. The role of Chief Compliance Officer (CCO) will be integral in embedding compliance into the county’s culture, coordinating and overseeing operational compliance in county departments, and promoting best practices across the organization.
Location and hours:
The primary work location is downtown Minneapolis and at other locations throughout Hennepin County in order to meet business needs. While this position is designated as hybrid, the CCO must reside in or relocate to the greater Twin Cities area.

In this position you will: - Establish and direct implementation of compliance policies and procedures.
- Oversee and coordinate countywide compliance reporting, including HIPAA compliance and other regulatory frameworks.
- Develop and promote efforts to embed compliance practices into the county’s culture.
- Ensure that compliance roles and responsibilities are established and coordinated across the organization.
- Provide guidance, consultation, and advice on compliance programs and functions.
- Oversee data practices and records management, including response to data practices requests.
- Oversee effective collaboration between compliance and audit functions to ensure a comprehensive approach to prevention, risk mitigation, demonstrating program effectiveness and reporting.
- Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have:
- Bachelor’s degree or higher in a relevant field and five years or more of management or administrative experience, with a focus on compliance or related areas.
- Related education and/or experience to total nine years.

- Organizational management: lead strategic enterprise human resources change efforts in response to organizational needs.

Ensure that short- and long-term goals and strategies are in alignment with overall organizational strategy.
- Strategic resource management: effectively manage resources. Solicit information on organization direction and determine how goals add value for the organization and for customers. Provide the information, training and resources necessary to empower others to make expedient, practical decisions that positively impact the organization as well as successful career arcs for professionals.
Important attributes:
- Juris Doctorate or master's degree in healthcare administration, business administration, public administration, public affairs or a related field; professional designations such as CHC, CHCP or CCEP.
Knowledge of: - Organizational and administrative principles.
- Budget management and strategic planning.
- Federal, state, and local laws and regulations, rules and requirements related to compliance.
- Data and records management, including HIPAA requirements and other privacy laws.
Ability to: - Plan, organize, and lead departmental teams and initiatives.
- Analyze complex problems and develop effective solutions.
- Communicate clearly and concisely in both written and verbal forms.
- Work collaboratively with administration, elected officials, and other stakeholders.
- Exhibit a broad spectrum of interpersonal skills to lead others and to work effectively with peers and higher levels within and across the organization.
- Exhibit accountable leadership and foster a culture of accountability and service excellence.
- Obtain support for the implementation of County and departmental objectives, strategies and goals.
- Lead with vision and align departmental goals with the broader county strategic objectives.
